After the Carnie discovered that nobody would pay to see chipmunks bake, he tried to get rid of them by baking them into a batch of cookies. They survived and become lord of the flies feral, living primarily on sugar. This makes them extremely hard to catch because they are so damn fast! The cookies are now drugged, which seems to slow them down long enough to bag 'em up.
